CISPE Baseline data in Eastern Democratic Republic of Congo ( DRC)

Client: International Organization of Migration

We designed both quantitative and qualitative survey instruments to collect baseline information about the CISPE project jointly implemented by the International Organization for Migration (IOM), the Catholic Organization for Relief and Development Aid (Cordaid), PAX and the International Cooperation Agency of the Association of Netherlands Municipalities (VNG International). We also measured and verified twenty-five indicators to establish baseline values for the program so as to rigorously monitor the implementation of the project. We developed a randomized experiment approach to measure the impacts of the program. We organized Focus Group Discussions with key actors (justice, administration, police, local communities) and local dialogue organizations as well as Key Informant Interviews (KII) and the information was triangulated with the quantitative data collected from 2500 households across groupements in North Kivu and Ituri provinces.
